The paper roll with the wheels on is turned by hand - this results in an even paint job with an exact light/dark demarcation.
The effect is now, that the light gray wheels appear slightly darker on the surface on which they are constantly rolling due to the abrasion.

The outer wheel cover is attached to the wheel with a toothpick for testing.
The next step is to weather the wheels with picments, pastel powder or oil paint.
