Thought I would do a short SBS on how I paint detail parts, the IP panel will be our guinea pig.
The part has been sprayed the color I was after, in this case Vallejo Golden Brown, followed by Vallejo Gloss Coat. The gloss is important to be able to remove unwanted wash/ detail painting.
Tamiya panel liners are what I use more than anything else to start the process.

Our first step is to set the borders or features on the part. These borders will provide a sharp line to detail paint to. The capillary action lets the wash flow around the structures resulting in a sharp even transition. The process is apply and then clean with brush/ thinners until you get a clean smooth look, although this cruel close up appears rough, at actual size its pretty clean. Some will try and detail paint without washing first, I find this very difficult to obtain a clean result, the dark border of the wash will hide a lot of sins!
