Interesting! Similar to so many French planes of the period. But those wheels... One does wonder if anyone ended up looking in vain for their bicycle when they stopped work that day.
There seems to have been a designer by the name of Raoul Vendôme, probably the man responsible here. Wikipedia lists a biplane of his from 1909.

At a tangent, there's a curious machine from 1916 called the Vendôme A3 with a layout somewhat like the Salmson-Moineau plane, but Raoul may have had nothing to do with that one.
