I suppose Steven is Steven Robson? In that case I can HIGHLY recommend anything this gentleman has to offer, his wheels (I have a set of Dr.1 wheels) are simply stunning!

I stumbled across another variation of making spoked wheels for models. Same basic principle as they all are however this person made a very nice jig to assist in his work:

In the bigger scales there are also 3D printed tools possible.

Here is a manufacturer (nice 3D on the homepage) ...
