Sopwith Camel wheel rim outer diameter

I know that the Camel used Palmer tyre size 700x75, but is the Camel's wheel rim 700mm outer diameter?  If so, then at 1/16 this would make the wheel sans tyre to be 43.75mm, which seems too big.  I have read that the Hasegawa Camel at 1/8th has a rim of 64mm (http://mbiqmodels.com/2014/10/30/sopwith-camel-f1-hasegawa-18-part-3-wheels/...an interesting tutorial on making the wheel BTW...I might have a go at creating my own 1/16th wheels...), which at 1/8th should be, according to the tyre spec,  87.5mm....a significant error for Hasegawa if true.

Now I came across this PDF (http://www.triplanebuilder.com/uploads/specs/Compendium_of_A.C._Tire_Applications__1_.pdf) which identifies tyre and wheel data for a range of aircraft.  It lists the Camel as having a rim size of 19 inches or 482.6mm (and correctly lists the tyre at 700x75...), at 1/16th this would make the wheel rim just over 30mm, not too far from Hasegawa's wheel... Perhaps I don't understand the difference between tyre OD and rim OD...

I do have Replicraft's plan for the Camel at home, so I'll have to check that tonight, but if anyone has a definitive answer on the rim size?

This question comes from Model Airways supplying an albatross wheel in the Camel kit and it's 34mm in diameter..possibly almost 1cm smaller than it should be.

Pardon this larger scale question..I guess at 1/32 and smaller this becomes a bit pedantic (though possibly not...)! ;)  If I'm going to build the wheels, or get someone else to build them (e.g. http://www.herbiewheels.de/index3.htm), I want to get it right.
