Hi Ray,

is it true that a Vol. 4 covering machines in postwar and foreign service is planned? And if so: Any hint, when it might be available?

While not Datafile-quality, Insignia Magazine produced Insignia Colour Guide 2: Fokker D.VII Foreign Colour Schemes which includes 1/72 or 1/48 scale decals (ISBN 1-902851-14-5). If 1/32 scale is your choice, many of the schemes could be cobbled together from available 1/32 national insignia with some creative stencil airbrushing or cutting markings fro solid-color decal material. I'm working on a Belgian civil machine O-BEBE using the old 1/28 Revell D.VII

And if 1/32 is indeed your preferred scale, there's AML Decals AMLC2017 for two Finnish late-production OAW machines (the second for a really striking 4-color "splinter" camouflaged machine on skis).
