Weathering, '90s-Style

Does anyone recognize this weathering system? I remember buying it at my long-gone local model RR store about thirty years ago, but have completely forgotten not only what it was called (Rust-All? Rust-It?), but how one was supposed to go about using it. It's a fairly safe bet one applied the mysterious contents of the bottles in sequence1 thru 3 are liquids, whilst 4 is a dusty powderbut I wish I still had the instructions.
I definitely don't remember No. 2 looking quite so sinister when the stuff was new... hope it hasn't undergone some kind of weird chemical change and turned into a nerve agent or something while my back was turned

Had no idea the stuff had been available until so recently, I remember seeing it advertised regularly in the old
Fine Scale Modeler
