Billy Bishop’s Nieuport in 1:32

Copper State now has a boxing of the Billy’s Nieuport listed as a Nieuport XXIII, B1566. How accurate is this?  I know there are minor differences between the 17 and 23, but isn’t B1566 generally accepted as a 17?
