Maybe some explanations are necessary ...
First, the jig as a whole :

And the mystery ... Open rivets simply that they lodge in
gorges of the rim, previously rejected one by one !

Once the first row is complete, I removed the holds and moves to the second !
The spoke arrangement is here particularly simple.



For the second row , note that the spokes should be slightly bent , given the very large offset :



No, I grant you all this is not very easy! But when the result is here ...
