 Here is a tutorial.  https://www.youtube.com/watch?v=dXmrvS8rHbA&t=192s   Video is starting in the middle. Click on beginning. You can use this basic technique to fabricate double spoke wheels. Rims could be made from laminated styrene or paper saturated with super glue. Rims could also be produced by using a circle cutter on sheet styrene.
