I have attached many many many control horns and have never had one come adrift, yet. Most control horns are supplied as one piece items and fit into a slot or a hole in the aileron, rudder or elevator. These are usually a pretty good fit in the slot and once positioned I apply a drop of CA (super Glue) to the base of both sides of the horn where it fits into the control surface, it is importand to use the very runny CA as it flows into the slot and around the control horn.
If the control horn is a two piece item, one for each side of the control surface, I apply a small amount of plastic glue to the bottom od the horn then place it onto the control surface, once dry I then apply a small drop of CA around the base of the horn.
Sometimes I make my own one piece control horns, I use sheet brass, these make excellent control horns and are very strong, CA sticks to them very well.
