I thought at first it was a Thomas Morse scout too but there's too many struts.  I'm going to keep looking.  These films are out takes from news reels.

Possibly a Boing MB3a?

PS:
Looking at photos and drawings I am pretty certain of my identification. Slab sides, Dolphin looking nose, and the wings and struts look right.

You got me excited with the Thomas Morse Scout ID since I am helping to restore one and we are always looking for archival info. But nope, it's an MB-3, darn!
