Does anyone make a good spoke wheel and tire for a 1/32 Rumpler C IV? If not specifically for a Rumpler, what would be acceptable?

Have a look here; http://www.scalespokes.com/ I have used quite a few of his wheels for my scratch builds and they are pretty good, not overly expensive either.

Send an email to John Vojtech at Scale Spokes and ask him which wheels would be most suitable for your Rumpler, don't forget to let him know the scale. On the home page of their website they have a contact page, here you will find all the different ways to contact John, he is a very nice bloke.

WWI Aero Journal issue number 145 has a large list of German tire sizes on page 95. The list contains many aircraft. The correct size for the Rumpler built C.IV's is 810mm diameter by 125mm so simply divide those figures by 32. Same size for C.IV's built by Pfalz but those built by Bayru used 800mm by 135mm tires.
